This contrasts with recent years when this region experienced population loss and a lack of housing development. In that timeframe, local residents have aged, proceeding through life stages from raising families to empty nesting, shrinking the average household size.

As housing sizes decrease, more housing units are needed to support the same population. And, as the population ages, the labor force shrinks and businesses have difficulty hiring locally. The development of more housing is a key path to reversing this trend
