Groton is updating its Plan of Conservation and Development (POCD). Why should you care? The POCD is important because it sets forth the vision of what we want our town to look like in the future and creates a roadmap of how we can get there together. It is also a policy document used by local officials to guide their decisions, which impact our quality of life. Help us envision Groton 2035!
What is Groton Like Today?
A Baseline Report is a snapshot of existing conditions in Groton. The Horsley Witten Group is collecting information through town staff and stakeholder interviews and through a review of existing reports. The Baseline Report will be presented to the public at an Open House event on Thursday, May 8th and is also available on this project page.

Groton is full of a diversity of people, stories, and traditions. Each of us is part of what makes Groton special, and we should all take ownership of the Town’s future. Everyone has a place at the table!

Community engagement activities will include community listening events, town hall meetings, focus groups, forums, surveys, and collaborative projects.
Development of draft materials

Establish goals and objectives based on the community's vision. Draft a land use plan that outlines how different areas of the community will be used (residential, commercial, industrial, recreational, etc.).
Finalize Draft Plans

Develop an action plan that outlines specific initiatives, projects, and policies to achieve the goals of the master plan. Prioritize projects based on feasibility, community priorities, and available resources.
Final Town Approval process

Final referrals, hearings, and adoption of the plan by the Planning and Zoning Commission
Submission to the State

Not more than 60 days after Town endorsement, a copy of the plan is sent to the Office of Policy and Management to be put on file
